    The liberal Republicans went against Bush, and the conservative Democrats went for Bush. That’s pretty near a first in this Administration and Congress.

    There is an out [donor nations have to forgive debts from the Saddam regime], but that’s pretty near a quid pro quo and unlikely to be done.
